Just as the name states, a STAR Smog Test and Repair Center has the ability to both test and repair your car for you along with issuing a smog certificate. These centers have been chosen by the Department of Motor Vehicles (DMV) and the Bureau of Automotive Repair (BAR) to perform the most accurate and in-depth testing of chosen vehicles and are inspected on a monthly basis by the California State.
In many case, if your vehicle fails the smog test at one shop, it will be sent to another shop for the repairs needed to allow it to return back to the first shop for re-testing. In the case of the STAR Test and Repair Center, you need to only go to one place and have the test performed and any repairs needed carried out. This shop will also certify that your car has been inspected and has passed the state smog test.

In addition, STAR Test & Repair stations are qualified to conduct smog repairs on cars participating in the CAP Program (Consumer Assistance Program).
There are certain criteria that the state uses to decide which vehicle will need to refer to a STAR inspection center for the smog test. These are the criteria:
- Gross polluters – These are cars that have previously failed the smog check with high emission readings (twice the maximum emission limit.)
- High Emitter Profile Vehicles – (BAR) Bureau of Automotive Repair has determined that these vehicles are more likely to fail the smog check.
- The Department of Motor Vehicles also takes a sample of all of the registered vehicles in the State of California to be tested at a STAR test center.
